OPEN MEETINGS
RESOLUTION

The Valencia Soil & Water Conservation District (VSWCD) Board of Supervisors, at their November 2021 regular monthly board meeting, did resolve that a new meeting time be set for their regular business meetings in calendar year 2022. Section 10-15-1-(B) of the Open Meetings Act (Section 1-15-1 through 10-15-4 NMSA 1978) States that, except as may be otherwise provided in the Constitution or the provision of the Open Meetings Act, all meetings of a quorum of members of any board, commission or other policy-making body of any state agency held for the purpose of formulating public policy, discussing public business or for the purpose of taking any action within the authority of or the delegated authority of such board, commission or other policy-making body, are declared to be public meetings open to the public at all times; and at which the discussion or adoption of any proposed resolution, rule regulation, or formal action occurs shall be held only after reasonable notice to the public; and Section 10-15-1 (D) of the Open Meetings Act requires the VSWCD to determine annually what constitutes reasonable notice of its public meetings.

This notice is effective,
1/1/2022 – 12/31/2022:

Regular meetings of the VSWCD Board of Supervisors shall be held from 4:00 to 7:00 pm on the 4th Tuesday of each month at the Whitfield Wildlife Conservation Area Visitor Center, 2424 Highway 47, Belen, NM.*** A proposed agenda will be available during the week before the meeting from Valencia Soil and Water Conservation District through publication in the Valencia News-Bulletin, and on the VSWCD website at www.valenciaswcd.org . There are additional provisions for special and emergency and closed session meetings in accordance with the Open Meetings Act ensuring public notice and access to those meetings can be read in the full resolution of the Board posted on the VSWCD website at www.valenciaswcd.org .

***New Mexico Public Orders COVID meeting provisions: Since April of 2020, the VSWCD Board meetings have been held virtually and will continue in this manner during the first publishing of this notice until further notice. The following public comments protocol are in place to allow for submission of comments when meetings are virtual: In calendar year 2022, there is a temporary policy for public comments to be read during the livestream remote regular Board meetings. All public comments for presentation at the meeting must be submitted in writing, with NAME & ADDRESS provided, by mail or email (send to [email protected]) UP TO ONE HOUR PRIOR to the start of the meeting. VSWCD will check USPS mail no later than 4:30 pm the day before the meeting (Mondays in FY2022). Provided comments will be read aloud by a District designate at the meeting. The Chair allows a three-minute comment window per comment to ensure timely conductance of the meeting.
