PUBLIC NOTICE OF
SUBMITTAL OF
DOCUMENTATION FOR A SOLID WASTE FACILITY INTERIM REVIEW,
VALENCIA REGIONAL LANDFILL,
VALENCIA COUNTY,
NEW MEXICO

Pursuant to Section 22 of the New Mexico Solid Waste Act (NMSA 1978, Section 74-9-22), and 20.9.3.8.G and 20.9.3.24 NMAC (New Mexico Solid Waste Rules), notice is hereby given to the public and other affected individuals and entities that the Valencia Regional Landfill (VRLF) has submitted documentation for an interim permit review. In accordance with 74-9-24 NMSA 1978, the Secretary of the Environment Department shall review solid waste facility permits for privately-owned and operated solid waste facilities at least every five (5) years. The Applicant was issued a solid waste facility permit on November 20, 2006. Pertinent information related to this interim permit review is as follows.

1.Name, Address and Phone Number of Applicant and Contact Person.
The Applicant is Waste Management of New Mexico, Inc. (WMNM), PO Box 15700, Rio Rancho, NM 87174. The contact person for the Applicant is Mr. Doug Shimic, Landfill District Manager, telephone: 505.433.6051.

2.Start-Up Date and Planned Hours of Operation.
The VRLF is an existing facility that opened in 1988 and is currently operating under NMED Solid Waste Facility Permit No. SWM-013229 issued by NMED on November 20, 2006. The VRLF property is owned and operated by WMNM. Current and proposed operating hours for the landfill are 8:00 a.m. to 4:00 p.m. Monday through Friday, and the site is typically closed on weekends and select holidays. The VRLF may operate outside scheduled operating hours to accommodate site preparation, inclement weather conditions, cover, special projects, construction, internal operation/projects, maintenance, monitoring and other special circumstances.

3.Description of the Facility.
a.General Process: The VRLF will continue to receive solid waste from commercial haulers and the public. The solid waste is placed and compacted in lined units/cells that are served by environmental control systems including, but not limited to, leachate collection systems, liners and stormwater management controls. Special waste is processed in accordance with the permit conditions and applicable Rules. At the end of each working day, the working face of the of the municipal solid waste (MSW) disposal area is covered with a least six inches of soil or an alternative daily cover as approved by NMED.
b.Location: The VRLF is located entirely within Section 27, Township 6 North, Range 2 West approximately 17 miles west of Los Lunas and six miles south of State Highway NM 6.
c.Size: The existing solid waste facility comprises approximately 496 acres of a 640-acre tract; and 360 acres are permitted for disposal.
d.Quantities and Rate of Solid Waste: The VRLF currently receives from 150-300 tons of solid waste per day. The VRLF may receive more or less solid waste on a given day depending upon market conditions and future special waste opportunities. The quantity and rate may increase in the future as demand increases in response to population increases and with regional construction projects.
e.Types of Waste: VRLF is permitted to accept, and will continue to accept solid waste and special waste in compliance with its Permit:
(i)residential municipal solid waste (30,000 tons per year)
(ii)commercial solid waste (2,000 tons per year)
(iii)construction and demolition debris (9,000 tons per year)
(iv)industrial solid waste (special waste) (2,000 tons per year)
(v)treated formerly characteristic hazardous waste (20 tons per year)
(vi)non-hazardous sludge meeting the provisions of 40 CFR 503 (250 tons per year)
(vii)spills of chemical or commercial products (20 tons per year)
(viii)petroleum contaminated soils (30,000 tons per year)
(ix)packing house and killing plant offal (20 tons per year)

4.Origin of Waste: The majority of wastes received at the VRLF originate primarily from the Rio Grande Corridor, specifically Valencia & Sandoval Counties. However, waste disposed at the facility may be generated outside of those areas.
